In 2007, eBay launched AdChoice, recognized as an industry-leading solution for providing transparency and choice in the field of behavioral targeting, with prominent notice and a persistent opt-out. eBay created the Consumer Privacy Law Forum in 2006, with HP and Microsoft, to advocate for US federal privacy legislation that will protect consumers and provide consistency for businesses.
We are consistently rated highly for the strength of our privacy practices: in 2003, eBay received the HP Privacy Innovation Award for best privacy practices; in 2007, Privacy International placed eBay at the top of its list for privacy-proactive practices online; and in 2004 and 2009, the Ponemon Institute Survey rated eBay as the most trusted brand for privacy by consumers.
In 2009, Luxembourg's National Data Protection Commission (CNPD) formally approved eBay's Binding Corporate Rules (BCRs) for privacy compliance for both customers and employees. The data protection authorities in the other 13 EU Member States where eBay operates have accepted the CNPD's findings and assessment under a mutual recognition procedure.
